This is a Norwegian Nasjonal Samling belt buckle. In un-isseud mint condition. The buckle features the crowned lion with axe and the motto “Tapper og Tro” “Courageous and Faithful” 2 piece construction in zinc complete with the correct keeper! These were issued to members of Hirden, the paramilitary wing of the Nasjonal Samling party, which collaborated with Germany during the occupation of Norway in WWII. The crowned lion holding an axe is the Norwegian coat of arms, a symbol of national sovereignty. Its use here is ironic, as the buckle was worn by forces aligned with the occupiers.
