This is an item used by theHJ/SS/SA to light the way of party members during the torchlight processions of those early party rally days

You  can see by the photos, that the label is still there, although I can’t read it, It has a wooden shaft and is wrapped in hemp and possible soaked in some sort of fuel, but that has long ago evaporated. Measures approx. 19 inches long, and an inch thick.
